We celebrate the 25th anniversary of the People’s Liberation Guerrilla Army (PLGA), fighting under the leadership of the Communist Party of India (Maoist), the vanguard and organized force of the Democratic People’s Revolution, Socialism, and Communism struggle in India.
On the occasion of the 25th anniversary of the PLGA, we extend our communist greetings to the CPI (Maoist) Central Committee, the party’s cadre, members, and militants, to the commanders and fighters of the PLGA, to the working class and poor peasants of India, and to all working masses.
We bow with respect before the immortal comrades who, while fighting in the ranks of the PLGA—whose foundations in the People’s War struggle were laid by Comrade Charu Mazumdar and which was established on December 2, 2000—nourished the revolution with their lives and blood!
The Democratic People’s Revolution struggle in India is going through a difficult period. On the one hand, the ruling classes of India, supported by their imperialist masters, are carrying out the ‘Kagaar Operation’ against the CPI (Maoist) and the PLGA under its leadership; on the other hand, through traitors from within, such as Sonu and Satish, liquidation attacks are being carried out against the Democratic People’s Revolution and the People’s War. No revolution progresses toward victory in a straight line, without suffering losses or experiencing setbacks. The revolutionary struggle in India is currently going through such a phase. This is not a situation unique to the revolutionary movement in India. As the imperialist-capitalist system flounders in an unending crisis, it seeks both practically and ideologically to liquidate armed struggles—the most advanced positions of organized rebellion, led by national movements, revolutionaries, and communists—across the world. The Kagaar Operation and the liquidationist attacks emerging from within, led by the traitors Sonu and Satish, are materializing as components of this plan. For the rulers know that as armed struggle develops and takes root among the masses, it signals the approaching end of their own domination. Thus, while the Communist Party is being targeted for annihilation on the one hand, the policies of repressing the masses constitute another pillar of these attacks on the other. A mass without a vanguard and leadership, and a party without the masses—this is precisely what the ‘Kagaar Operation’ aims to achieve. These attacks have undoubtedly inflicted serious damage on the People’s War waged under the leadership of the CPI (Maoist). However, the CPI (Maoist) and the PLGA under its leadership will overcome these setbacks. What reinforces this belief is the ideological and political line, and the red line of struggle, through which our comrades have upheld the banner of communism without letting it fall for over 50 years.
CPI (Maoist) ve onun liderliğindeki PLGA, düşmanın Kagaar Operasyonlarına karşı direniş çizgisinden sapmamıştır. Geçtiğimiz yıl boyunca, Parti Genel Sekreteri Yoldaş Basavaraj ve PLGA Komutanı Yoldaş Hidma da dahil olmak üzere, yaklaşık 300 parti üyesi ile PLGA savaşçısı ve komutanı şehit olmuştur. At the same time, 116 enemy soldiers and police personnel were killed in actions carried out by the PLGA. The fallen comrades and the line of action pursued by the PLGA have formed a barrier against the Kagaar Operations, while also serving as a blow to the consciousness of those who have embraced capitulation. This line of action draws its nourishment from Marxism-Leninism-Maoism and acts as an antidote to all forms of enemy attacks. Losses are temporary; the outcome of the People’s War is viewed as ultimately certain. As the comrades of the CPI (Maoist) adhere more firmly to MLM and deepen their integration with the masses, they will, through a correct political and military line, compensate for the setbacks, regain lost positions, and form a strong barrier against liquidationists, preventing them from clouding the consciousness of the masses. Our confidence in this is complete.

The PLGA has emerged as the most important instrument of revolutionary struggle organized under the leadership of the CPI (Maoist) against imperialism and its local Indian lackeys—the comprador capitalist and feudal landlords. The PLGA was born within the line of the People’s War, which is the path of the India Revolution, and was forged and strengthened in the fire of the legacy established under the leadership of Comrade Charu Mazumdar.
As long as the conditions that make the People’s War necessary exist in India—where inequality in income reaches horrific levels, exploitation is carried out in its most brutal form, and poverty, hunger, deprivation, and backwardness are experienced in their harshest forms—the PLGA will continue to exist as the guarantee of victory. No force will be able to eliminate it. Neither the Kagaar Operations nor the traitors emerging from within will be able to defeat the CPI (Maoist) and the PLGA under its leadership. Any intoxication from temporary victories is futile. The reactionary ruling classes in India will be defeated, and the People’s War will triumph!
While celebrating the 25th anniversary of the PLGA, we are also faced with the task of further aligning ourselves with the People’s War struggle against the Kagaar Operations and the attacks of traitors, and of strengthening our solidarity. Let us take ownership of and support the campaign initiated by the CPI (Maoist) between December 2–8 on the occasion of the PLGA’s anniversary, which is being carried out under the slogan: ‘Let us protect the Party, the PLGA, mass organizations, and the revolutionary movement from the counter-revolutionary Kagaar war.’ Within this framework, let us carry out actions and events to take ownership of the People’s War in India, and to strengthen the struggle and solidarity against the Kagaar Operation and liquidationist attacks. Fulfilling this task in every area of our struggle is our internationalist duty. With this awareness of our duty, we once again celebrate the 25th anniversary of the PLGA.
